If you have one of the early Accelerators you might be missing the scponly shell. To install it now please use the following command:

sudo pkg_add http://pkgsrc.joyent.com/2007Q3/All/scponly-4.6.tgz

If you created any restricted users through Virtualmin, this will let them log in via SFTP.
